A New Tradition in the Making: Penn Steaks Brings Cheesesteaks and Community to the Heart of State College

In the very center of State College, just across from Doggies and down the street from The Gaff, the scent of fresh bread and sizzling ribeye fills the air. This isn’t just another restaurant opening. It’s something deeply rooted in the soil of Happy Valley.

Penn Steaks, opening August 28 at 119 S. Pugh Street, is more than a cheesesteak shop. It’s a labor of love born from lifelong friendships, Penn State loyalty, and a heartfelt belief in the power of food to bring people together. Behind this new endeavor are five local families, each with deep roots in the community and a desire to give something back.

Built on the foundation of the beloved Campus Steaks, Penn Steaks keeps the same skilled kitchen crew while elevating the experience. The signature ribeye now anchors the menu, and soon, fresh-baked bread made in-house daily will add a whole new layer of warmth—literally and figuratively.

“Campus Steaks was a favorite for a reason,” says JJ Bowman, one of the five owners. “We loved what it meant to the town. With the same great crew and some thoughtful upgrades, we knew we could build on that legacy and create a place where everyone feels welcome.”

A Place with Heart at the Core

What truly sets Penn Steaks apart is the heart behind it, a shared sense of responsibility, joy, and connection.

“We’re not just opening a cheesesteak shop. We’re creating a space that reflects the spirit and tradition of Penn State,” says Brad Dillman, a Penn State alum, parent with Laurie of two current students, and recent graduate returnee after 35 years in California. “We wanted a Cheers for Happy Valley—a place where you walk in, feel at home, and maybe even find your people.”

Each owner brings their own reason, and their families, into this project.

JJ and Holly Bowman, both State High and Penn State grads, live just blocks away. “Holly and I worked in hospitality in college,” JJ shares. “We’ve always dreamed of returning to that side of town—one built on service and belonging. This is where we’re raising our kids, and now we get to help shape what comes next for them and for this community.”

Eric and Inga Throne, both 1995 Penn State grads, moved back after 30 years away in Texas and Colorado. They made a deliberate choice to live downtown—not just for the walkability, but to fully embrace the energy and spirit of the campus again. “This shop is how we give back,” says Eric. “It’s how we build community with students, neighbors, and each other.”

Jeff and Jeanine Goldberg, both Penn State ’99 grads, have long supported the university as alumni and community members. Jeff, a third-generation alum and former Blue Band member, says the transition from alumni supporters to local business stewards is the next chapter of their story. “It’s how we build bridges between generations—with food, with stories, and with time spent in a place that feels like home.”

And then there’s Fred and Bonnie Dailey. Fred, affectionately known around town as “Freddie D,” never went to college but has called State College home all his life. He runs Dailey’s Lawn Care and brings decades of connection to the shop. “Bonnie and I have been married 35 years,” Fred says. “This town raised us. This shop gives us a chance to do something that brings people together, just like the town has done for us.”

The Grand Opening: A Community Invitation

On Thursday, August 28 from 6:00 to 9:00 PM, the public is invited to help launch what the owners hope will be a new Happy Valley tradition. The evening will feature:

  • Complimentary samples and menu sneak peeks
  • Promo cheesesteak and fries’ boxes for sale
  • Tailgate-inspired giveaways, t-shirts, and opening-night specials.
  • A chance to meet the owners, staff, Penn State student athletes and coaches to celebrate the return of students and football season.
